Initiated within the framework of the Torino process and in alignment with the European Training Foundation’s (ETF) recommendations for Tunisia, the DISCOVER project focuses on the modernization of VET through the enhancement of Continuing Professional Development (CPD) for VET teachers and trainers. Adopting a multistakeholder approach, the project aims to build the capacity of Tunisian VET centers to develop and implement effective digital learning strategies.

Partnerships formed with state-of-the-art research centers, a university (CARDET, UNIC), major training centers (Eurotraining), and VET institutions (CFA Bizerte, CFA Menzel Bourguiba, CSFAG Ariana) extend to collaboration with Ministries of Education and Employment, Chambers of Commerce, NGOs, and additional VET centers as key associate partners. The DISCOVER project seeks to identify needs through mapping activities involving over 60 VET stakeholders and subsequently develop a Toolkit for digital learning strategies, dedicated curricula, and capacity-building training.

With the objective of preparing more than 100 VET providers and educators through train-the-trainer and mentoring schemes, the DISCOVER project also includes blended study visits and dissemination workshops. These initiatives aim to engage over 200 key VET stakeholders, fostering networks of good practice and initiating a transcontinental dialogue for the transformation and internationalization of digital learning in the VET sector.

Welcome to the DISCOVER project

The DISCOVER project, identified by the project number 101128698, is dedicated to “Building the Digital Transformation Capacities of VET Providers.” In response to the pressing need for digitalization in Tunisia’s Vocational Education and Training (VET) sector, the project addresses a notable skills mismatch among young graduates, who often lack the necessary digital skills to meet the demands of the labor market. With approximately 35% of companies grappling with an uneducated workforce and half of the jobs requiring digital literacy, the DISCOVER project aims to bridge this gap.

General objectives

SCOPE and GENERAL OBJECTIVES: The project serves a clearly identified need: to support the digital learning transformation of the VET institutions in Tunisia, increasing their responsiveness to labour market needs and skills development. Specifically, DISCOVER aims at building the capacity of Tunisian VET centres to develop and implement a strategy for digital learning. Digital learning refers to the effective integration of ICT across the teaching and learning spectrum. Thus, it includes face-to-face technology-enhanced, blended and online learning modalities. As such, DISCOVER is directly linked with the horizontal priority “digital dimension”. The general project objectives, aligned with the needs documented and the call objectives, are the following:

Build the capacity of Tunisian VET centres to implement digital learning strategies, through national and transnational cooperation between private and public stakeholders
Promote the Tunisian VET centres’ digital learning readiness, for provision of training that matches the labour markets’ demands for digital skills
Promote Tunisian VET digital learning transformation through innovative pedagogical resources and digital tools, in line with national strategies
Enhance EU - Tunisian cooperation for digital learning transformation in VET

Specific Objectives

1) Develop a Toolkit with ecosystem mapping for digital learning strategies in VET, based on Tunisian needs and national priorities.
2) Build the capacity of Tunisian VET providers and leaders to develop and implement clear, realistic, and tailored strategic approaches for digital learning.
3) Build the capacity of Tunisian VET trainers for effective digital teaching that empowers learners’ and improves their digital skills.
4) Prepare trainers to implement the curricula, developing Tunisian VET providers’ and trainers’ skills.
5) Develop and test an eLearning platform to host digital learning resources and tools for VET centres, sustaining networking and exploitation of project results.
6) Develop networks for knowledge transfer, peer learning and collaboration among Tunisia, Greece and Cyprus, for transcontinental dialogue regarding digital learning in VET.

Target Groups

VET providers and leaders: key actors of change who possess management roles within a VET centre and are responsible for strategic decisions. They will participate across all phases, such as the research, training and study visits.

  • VET trainers: all educators from various disciplines responsible for teaching VET learners within a VET centre, who will participate in all phases, the research, training and study visits.
  • Trainers of staff/educators: either people responsible for the training of adult staff and educators (e.g., accredited trainers of adult educators) or trainers with advanced skills who can deliver CPD within a centre. They will be offered training and act as master trainers.
  • VET staff and learners: on the one hand, all staff that do not have teaching responsibilities, such as administrative staff and IT support.
